On April 12, 1999, the UNESCO Chair On Continuing Engineering Education in China was set up in Tsinghua University. Vice Chairman of Tsinghua University Council, Professor Guan Zhicheng, was named director-professor of the Chair, and the School of Continuing Education of Tsinghua University is in charge of routine administration work of the Chair. Baogang Institute of Continuing Education, Gezhouba Education Group Corporation, Beijing Institute of Technology, Association of China Continuing Engineering Education, the Center of China High-tech Industry Continuing Engineering Education, and the School of Continuing Education of Tsinghua University are members of the Chair working committee.

After the establishment of the Chair, a series of activities involving international cooperation and communication have been held, with successful results. From April 1999 to present, the Chair has sponsored the "International Conference on Distance Education, Distance Learning and Education Development in the 21st Century," the first "High-level Seminar on Modern Distance Education in China," the "International Seminar on the Strategy and Policy for Continuing Education in the 21st Century," a high-level distance training program called "Challenges and Opportunities-Globalization and Participating in WTO."

The aim of the Chair is to facilitate international intellectual cooperation and to promote world peace by shared work in education, science and culture. Through partnerships and use of the Internet and other communication tools, the Chair aids the exchange and fast spread of knowledge. It creates and carries out plans for training engineers and managers, organizes international, regional and national seminars, facilitates technology transfer and cooperation between universities and enterprises, promotes continuing engineering education in China, and scores a range of positive experiences to serve as models for other developing countries.

National Modern Distance Education Coordination Organization of Chinese Colleges and Universities

To implement the "Education Revitalization Plan Facing the 21st Century" and to promote the development of continuing education and distance education in China, the National Continuing Education Society of Chinese Colleges and Universities and National Modern Distance Education Coordination Organization of Chinese Colleges and Universities were founded in Beijing on May 28, 2000, and July 17, 2000, respectively. The secretariats of both groups were set up in Tsinghua University. Vice President Hu Dongcheng was named Director-General of the Society, and the Director of the Coordination Organization. Professor Yan Jichang, vice managing director of the School of Continuing Education, has assumed the posts of both vice director-general and secretary-general of the Society, as well as the position of secretary-general of the Coordination Organization.

The founding of the Society as well as that of the Coordination Organization has had a significant impact on the carrying out of the national education strategy of "Revitalizing the Nation through Science and Education." The main goals of the two groups are to learn from domestic and foreign continuing education and distance education practices, actively carry out cooperation projects, and speed up the development of information-based education.
